Sergio Paneque founded NewGov Strategies in 2015 after a distinguished career leading the procurement organizations of some of the largest governments in the United States. Most recently, Sergio was the Chief Procurement Officer for the State of New York. In this role, Sergio managed a portfolio of more than 1,400 contracts valued at over $16 billion for core goods, services and information technology. Among his accomplishments in modernizing state procurement, Sergio spearheaded the reconstruction of the information technology contract portfolio by soliciting for umbrella contracts to provide hardware, software and cloud, eliminating the cadre of perpetual term contracts and an inefficient multi-purchase order process. The Washington Post stated “to those in the contracting world, this is the equivalent of a nuclear blast.”
Prior to his tenure in Albany, Sergio was appointed by Mayor Michael Bloomberg as the Chief Acquisition Officer for the City of New York. Under his leadership, New York City realized significant savings through key initiatives that modernized the procurement of citywide goods and services, including strategic sourcing and spend analysis that leveraged the City’s significant purchasing power to yield increased savings from procurement, and an e-Procurement initiative to streamline purchasing, reduce cycle times, improve contract compliance and improve transparency and accountability of the procurement process.
Sergio also served as the Director of Procurement and Real Estate Services Administration in Michigan’s Department of Technology, Management and Budget. As the State’s Chief Procurement Officer, he directed the purchase of goods, services and information technology. In addition to statewide purchasing, Sergio was responsible for the management of the State’s portfolio of owned and leased space, statewide strategic space planning and administration of design and construction services.
Sergio has a Juris Doctor from Western Michigan University Cooley Law School and both a Bachelor of Arts in Accounting and a Bachelor of Science in Building Construction Management from Michigan State University. He is a licensed attorney with the Michigan and Florida Bar Associations and maintains a Michigan builder’s license. Sergio received the accreditation as a Certified Public Procurement Officer (CPPO).
Sid Goldstein is a seasoned Program Manager, Project Manager Corporate Manager, and a Senior Business Consultant, He has experience working with federal and state government programs and services. He also has experience in multiple private industries including information technology, retail sales, automotive, financial services, health care, manufacturing and electric power.
His fortes include regulatory compliance, process engineering, risk management, business continuity, disaster recovery, information security, ITIL service management, IT system integration, ERP implementation and the development of new corporate departments and programs.
He possess excellent written and verbal communication and interpersonal skills . he has shown strong managerial skills in prioritizing work and achieving the completion of vital tasks. He has a demonstrated ability to both conceptualize and implement solutions to critical business issues.
Mr. Goldstein has extensive experience has in both the public and private sectors.

Blu Cross Blue Shield of Michigan, Blue Cross and Blue Shield of Pennsylvania, Whirlpool, Westinghouse, Martin Marietta, JP Morgan Chase, Covance Laboratories, Tier 1 Auto Parts Supplier Meridian Lightweight Technologies and Microsoft Affiliate Cybersafe.
In Hawaii since 2014, Mr. Goldstein has consulted for First Hawaiian Bank, Hawaiian Airlines. Kamehameha Schools and the JN Automotive Corporation.
Mr. Goldstein served as the Director of Enterprise Risk Management for the La-Z-Boy Corporation and, as the Senior Manager, Disaster Recovery and Operational Controls for Pepsi-Cola.
Mr. Goldstein has a Master of Arts Degree in English and a Bachelor of Science Degree in Education from the University of Nevada-Las Vegas.
Scott Bryant has been delivering guidance on a wide variety of issues to Members of Congress, City of New York leaders and to clients for over two decades. Leveraging his experience as an aide for Members of the Colorado and California Congressional Delegations and the Appropriations Committee, Scott advises his clients on the often complex legislative and administrative processes in the areas of Military & Emergency Operations, Energy & Sustainability, International Relations & Trade, and Procurement & Government Efficiency, helping clients formulate means to resolve obstacles and work through complexities with government in an efficient manner.
In addition to his time on Capitol Hill, Scott has served in logistics and management capacities with the Departments of Defense and State and as part of the Coalition Provisional Authority in Iraq and in planning and operational roles in Indonesia. Scott worked in emergency management and operations capacities and in Pakistan, Puerto Rico, New York, and Texas.
With the City of New York, Scott held the role of Executive Director for Strategic Performance and Innovation, imparting Lean methodologies to government, and Productivity Officer where he guided reengineering projects. In these positions, he thrived on bringing efficiencies, streamlining processes and solving complex government problems.
Previously, Scott has served in an advisory capacity with commercial and nonprofit organizations, particularly in the technology consulting and international affairs fields. He is passionate about continuous improvement and thrives on finding the path of least resistance.
Scott holds a MA degree in Strategic Studies from Johns Hopkins School of Advanced International Studies, an MBA from Thunderbird School of Global Management and a BS in Economics and Communications from Northwestern University. He studied at Harvard Kennedy School of Government and the Instituto de Administración de Empresas (INCAE).
